As far as I can tell, yes, and I'm pretty sure the RTP300s I've unlocked were the same. The firmware Vonage puts on there is not meant to allow you to change settings, so the voice tab is a static message. It doesn't matter if you have the passwords or not, it will always say "Please contact". With my RTPs, I almost immediately installed a "clean" firmware from the Linksys website. It looks like this is only sort of an option with the PAP2 v2.0.
Unless your search is better or someone else on the forum says otherwise, it looks like the only firmware that gives you full access to your settings is an RTP300 firmware that's been modified with the patch tool. The patch tool doesn't simply change a header to make your pap2 think it's an acceptable firmware, it uncompresses the firmware and makes changes a number of files and then rebuilds it as a firmware the pap2 will accept. It has some bugs, doesn't look like there have been updates to the patcher in a while, and doesn't look like it allows you to cleanly revert to the original PAP2 firmware.
You should be able to get provisioning tricks to work for full configuration, or you can stick with the limited settings in the Voice_adminPage.html, which are probably enough if you don't need STUN.

I did not use JyuKartexY but the one I got form pap2ip/Provision.html. The MAC is from the unit itself.
This could be because you don't have service with Vonage. I suppose Vonage waits until you call to setup service and give your MAC address before they host a provision file for you. You don't really need that anyway; decrypting their provision file would just give you the SIP settings for your Vonage account (and the name of the new firmware file if they have an upgrade.)
However, with the key from step 3 you can create your own provision XML file and encrypt it for your PAP2. Then you could setup a TFTP server on your lan to host the file and configure your local network DNS to return your computer's local IP (192.168.x.x) instead of vonage's IP for ti.tftp.vonage.net. That way your PAP2 gets your provision file instead of no provision file, and you can enable settings like STUN without swapping the firmware. Instructions for this should be in the thread somewhere. Otherwise there's that NAIzer tool from my last post.

EDIT: Now I have more time to read the thread. I re-ran the CYT tool and is able to use it with my Asterisk setup. Yesterday, after I used the CYT tool, the power light was still blinking. Now it is sold on and my phone 1 LED is also stay on.
Edit 2: For some reason, the power light is blinking, phone 1 led is off and I can't make call anymore. Re-ran CYT did not help.
I'm not entirely sure why this is. My two guesses would be: The firmware Vonage ships is not very stable, but works with there setup for some reason. I've seen complaints on other forums, and that's one of the reasons people were trying to get the RTP300 firmwares modified to work on the PAP2. ALTERNATIVELY and perhaps more likely, it's something related to provisioning. Perhaps after you configure it, it works for a while with your settings but then tries to provision with Vonage (and there's no file) so it looses its settings or something.
I'm really stabbing blindly with this one, but I would either try configuring it through a provision file (manually or with NAIzer) or replace the firmware with a potentially buggy one that at least gives you full config access. Either method will let you disable provisioning from Vonage, enable stun, etc.
