I see this guy has done this scam to one other buyer.
You just have to take it as tough lesson not to ship anything over value you cannot afford to lose without delivery confirmation, by saving 13 cents you are now out of at least 200 times that amount.
If the value of the package is < $250, a signature isn't required, however, you must show proof of delivery to Pay Pal. In your case, since you shipped using USPS, Delivery Confirmation will suffice. e/DC is only 13¢ if you printed your label from Pay Pal's web site. When processing and printing your shipping label from Pay Pal's website, Pay Pal automatically adds the 13¢ to the shipping total, in case you forget.
Insurance is another. Keep in mind that insurance protects the seller, in cases like yours, when chargeback arises. If you didn't make insurance required in your auction, and package gets lost or if buyer claims package wasn't received, they can file a claim through either Pay Pal or file a chargeback through their credit card(if they paid through credit card).

I make insurance
required when it comes to high value items. So far *knock on wood*, no chargeback from buyers.

Well, you should look on the bright side of things that you learned your lessen from selling a hard drive, and not a laptop. Just keep in mind in the future, whenever receiving payments from Pay Pal, make certain to have
proof of delivery whenever you ship an item out.

If you refuse to pay, Pay Pal will remove any existing funds from your account. If you already withdrew your money from Pay Pal and transferred it over to your bank account, Pay Pal has the right to pull the money out from your bank account.
Basically, even if you closed the bank account that was linked to your Pay Pal account, they may send a collection agency after you. Your Pay Pal account would have a negative balance until the money is collected.

They will also suspend that acct. That happened to me a few years ago. they will also send collection notices.

I ship USPS on items 2lbs or less. Anything heavier goes DHL for me.

If you wanna scare the buyer, try telling them you'll contact their state police to file a theft report. Not that this'll do anything.
These comments are just my opinion. You have the thief's info, so use that to your advatage, legally. First, file a police report and let this crook get jerked around by the law for awhile. Than find out if this person is buying these HD for a business and if that is ran properly. Info is easy to get and besides, folks like this usually cut corners in other ways. Finally, get a few change of address card and have a little fun.

That won't do any good. Seller must ship item out within 7 days of receiving payment. It's way past 7 days in your case.

Seriously, just drop it at this point. You're just going to get yourself into trouble if you try scamming him back.
From now on, get delivery confirmation on everything. And for items worth over $200, get signature confirmation.
