If it is html, then Internet Explorer should read it.
I am suspecting that it is a "real" *.TZ file and not HTML, so TZ = TAR compressed = unix file format? In that case, you need a decompressor and then a way to read a TAR file?
http://docs.gimp.org/en/ = manual in html format
Not sure if right version, but:
http://gnu.kookel.org/ftp/gimp/docs/gimp-user-manual.pdfWhat he said is correct, you shouldn't have a tz file. If you do then there must be a different version you can download (probably zip).
