I don't think that's an accurate representation of the service. I presume you're talking about their policy for ads (if you have knowledge of some other privacy issue, then disregard this comment). What they do is scan your email for keywords and put ads on the right side of the browser based on those keywords. It works the same way as the Google ads at the bottom of this page work. If I post the word "memory" in this post, then the ads at the bottom might be for www.crucial.com or some other memory reseller.
IMO, this is one reason Google encourages you to not delete you email, and just keep it. The more email they have the more data they can mine on you, and presumably the better targeted their ads will be.
But, in any case, it is a computer that searches your email for keywords and determines the ads to put there. Although this is new and different, and is certainly something to be aware of, I don't really think it's something that should prevent you from using Google vs. Hotmail vs. Yahoo for your free webmail. And I don't think it makes them "among the worst when it comes to privacy issues".
