That is definitely the best deal right now since it includes the monitor. Too bad about the skimpy RAM, but that is easily added later.

I picked up one for my sister yesterday, I think it's going to work out great.

I think BB currently has a couple systems for pretty cheap after rebates. Don't know how good they are as a system, but you can take a look on their site. I'm assuming you want a full package (monitor, etc).

Insignia 2.8 P4 system
eMachines Celeron system

Both these are a little over 400 after rebates I believe. However, neither offers an AGP slot for future video card upgrades. If you just need something for someone to do photos and internet and solitaire, these should be fine. May want to add some ram though...

One other thing I'd do with either system. Sell the printer than comes with it (I think both bundle in a low end Lexmark) and get a canon or epson (watch the hot deal board for the frequent deals). They may cost a bit more upfront, but you'll save a TON by buying generic inks (I recommend megatoners.com - been using their ink in both canon and epson printers for a couple years with zero problems). You can get inks from them for 1-3 bucks a cart, rather than the 20-40 each for lexmark.
