If your 400SCs were mixed up with UPS/Dell recall campaign and are sitting at Dell warehouse, you need to call Dell Small Business and ask to speak someone from the Damage/Exchange group (US based).
I talked to a nice lady yesterday and she kindly expedited two new 400SCs for me (it took 6 hours to process the order, build and ship! now, that's an awesome customer service!)
Trying to re-route your packages via UPS logistics is FUBAR.
