did anyone actually read through the whole thing super long thing bang.gif ? if you did would you mind summarizing it for all of us? :D

Well whatever changes they made are not for the better. Me personally do not like PayPal more like ScrewYouPayPal. -eek-

I was worried about the same thing, I saw the new member agreement but I just clicked through and agreed anyway. I would rather chew my hand off than read one of those things.

I'm afraid they'll screw me but that's why I don't do the link to checking account thing, instead I just pony up the $1.50 for a check once in a while.

lets see if I can do this:

first of all, paypal is now a partner in bbb online "By participating in the Council of Better Business Bureau's BBBOnLine® Privacy Program we have made a commitment to meet the program's strict requirements regarding how we treat your information and have it verified by BBBOnLine."

They are also a partner with TRUSTe, a non profit organization that will basically police paypal, for "whose mission is to build users' trust and confidence in the Internet by promoting the use of fair information practices".. basically, they need to notify you of:

What personally identifiable information of yours is collected by PayPal.
The organization collecting the information.
How the information is used.
With whom the information may be shared.
What choices are available to you regarding collection, use and distribution of the information.
The kind of security procedures that are in place to protect the loss, misuse or alteration of information under PayPal's control.
How you can correct any inaccuracies in the information.

so basically, if someone collects your info, they have to let you know.. or if they do anything with your info, they have to let you know..etc.

It will take effect 4 mar 03

If you use paypal out of country, all your info will be stored in the US..

If they need to use your information other than described when you signed on, you will have a choice on whether or not they use that information in the new manner..

you need to provide name, address, phone, email address.. in order to make payments, you must provide CC, debit card
or bank account info.. bank account info is required to make payments totalling more than 1k$. they also ask that you
answer 2 personal questions to stop fraud and the like.

if you enroll in the paypal money market fund, they have to collect your ssn or taxpayer id number.. they will also require your ssn
or tin if you send or recieve high value transations or high overall payment volumes through paypal. if you choose to register or apply for certain features/products, or applying for paypal visa or the debit card, you'll also need to provice ssn

when you're sending /reciving money, paypal will capture the IP address of the computer/device you use to access paypal incount to
help detect unauthorized transactions.

If you sign up for visa or the debit card, they will check your info through third parties through fraud screening.. to verify
the info you supplied to paypal matches..

if you do high volume paypal sales, or with an online buisness, they will do a background check on your buisness to
verify that your buisness is on the up and up... either from a credit bureau or a buisness information company.

"PayPal, at its sole discretion, also reserves the right periodically to retrieve and review a business and / or consumer credit report for any account, and reserves the right to close an account based on information obtained during this credit review process. "

if paypal cannot verify your info provided, or you request a check to an address other than the one verified, then they will ask for more info (drivers liscense, utility bill, etc) to make sure you're who you are..


the rest seems to be the same..

I do not see anything wrong with the new terms..

Well, it seems to me that they are leaving the door wide open for them to close an account if they choose to do so. I know they have a history of this anyway, but now it seems like they really want the freedom to do so.

For example, they are saying that they can check your credit anytime and if it doesn't meet their satisfaction, then they can close your account. It doesn't actually provide any guidelines by which they would go by. Seems like an escape clause to me.

Also, other people were saying that they have the new buyer protection policy whereas if someone buys something from you and it wasn't as stated, then they can send it back and get their money back. Some have theorized that this means that anyone can buy something from you, send you back a box of rocks, and then get their money back. Not sure of how accurate this is.

If I felt for a minute that my auctions would sell the same amount without paypal, I would take money orders only in a heartbeat.

I usually ask for Money Order only.....if they insist for online payment I use C2it.
(granted I have not sold that much on ebay)

I do have a paypal account for purchases but I never accept payment with it....
I just hate them bastages!!!!!!

I think most people like to use the security of charging with a credit card as opposed to using a cashier's check which is basically the same as cash. Most people use their credit cards to make online purchases precisely because most of their credit cards already come with some kind of insurance or protection clause which would allow the cardholder to dispute charges and get their money back in case of some unsavvy merchant, broken item, shipping issues, etc., all of which provide a more secure environment for which the consumer can make purchases and feel safe. Unfortunately, unless people all of a sudden become alot more comfortable trusting the online vendor by sending them cashier's check/monery order/etc., then using paypal through ebay purchases can't be unavoided. However, i have never had a problem buying something with a online vendor, and since there is a thing called a "feedback," most costumers can get a good sense of who they are buying from and if they are reliable enough to buy from. As a result, as paypal increasing becomes more restrictive, it appears it will be up to the customer to decide what they will ultimately end up doing - choosing to agree to the new terms and use paypal to make purchases, or just decide to trust the online vendor and send a cashier's check. I do agree that paypal is getting more and more restrictive, and if they already don't will probably start to charge a fee for their service.
