I would have said the same thing a few days ago if I hadn't seen my sister using one this weekend. I think it's just a pen that lights up with 7 different colors of light. Like this:

Yes it's probably a pen with flashing lights. I got a nicer looking one from Onyx. You can display each color statically too, if you don't like blinking stuff.
